Domains .me and .rs to Replace .yu.

Changes are afoot on the domain name scene, another two countries to gain their own ‘Top Level Domain’s.

The republics of Montenegro and Serbia will receive their own country code Top Level Domains ccTLD) .me and .rs; while the days of .yu are numbered. North Korea too will soon have its own country code domain .kp on the Internet. The appropriate decisions were reached by the board of directors of the Internet addressing agency ICANN last week.

In assigning the country codes ICANN is taking its cue from the official abbreviations laid down in the ISO 3166-1 list. In it .me stands for the Republic of Montenegro, the government of which will administer the ccTLD. While .rs denotes the Republic of Serbia, where RNIDS will take over the management of the Top Level Domain. The latter also happens to be the organization that administers the country code Top Level Domain .yu.

Entering the ccTLDs in the root zone of the Domain Name System (DNS) will take place in the next few weeks. Registering new domains under .yu will thereafter no longer be possible. The .yu ccTLD is to be deactivated on September 30 2009. The Korea Computer Center will be the entity managing the future .kp domains. What the plans of the communist country are and who will be allowed to register a .kp domain is not known. In North Korea only a select group of citizens enjoy Internet services.

The list of not yet assigned country codes has thus shrunk from five to two: .eh and .um. The latter is the code for the United States Minor Outlying Islands. In 1997 the Information Science Institute (ISI) of the University of Southern California took on the management of the .um zone. At the time the role of the ISI was akin to that now played by IANA (Internet Assigned Numbers Authority). The .um domain, however, remained unused.

In October 2006 the ISI finally asked ICANN to be relieved of the duty of administering the empty zone. In January ICANN granted the ISI's request and had .um deleted from the root zone. Thus for the first time in history a TLD zone was deleted without the cause being a change to the ISO 3166-1 list in response to a change of name or the dissolution of a country. In its decision ICANN explicitly stated that delegating the administration of .um to a new administrator remains an option. But at the moment, .um is again listed as available and connected ccTLD.

For its part .eh is the country code of the Democratic Arabic Republic Sahara, also known as Western Sahara. The thinly populated country of about 250,000 people is rich in raw materials and has been occupied by Morocco since 1975. The country's independence movement Polisario asked ICANN to assign it the .eh zone. Whereupon the Moroccan regulatory authority also filed an application to this effect. ICANN has called on the two parties to work out a common approach. Given the political situation, however, this call is likely to go unheeded. Web sites well dispose towards the independence movement are censored in the Moroccan part of the Net. It is therefore unclear when the management of .eh will be delegated to an authority.
