VeriSign Signs Agreement With ICANN.
2006-02-28, HostMan.biz BulkRegister, the world's leading business registrar, today voiced its strong opposition to the revised ICANN- VeriSign agreement, which differs little from the original settlement proposed. The deal would give VeriSign the power to raise .com domain registration fees, without justification, by 7% in four of the next six years - instead of in all six years as originally proposed. The price VeriSign charges Registrars for .com domains would rise from $6.00 currently to $7.86, with the higher fees likely being passed on to consumers. According to a rough analysis by BulkRegister of the potential financial impact of the revised deal, the original agreement would have generated $3.43 billion in potential cumulative revenues for VeriSign by 2012, as compared to $3.29 billion under the current revised terms - a decrease of only $140 million (see below for details). The revised agreement also gives VeriSign unprecedented control of the .com registry by allowing it to automatically renew its management of the registry in 2012 without first going through a competitive bidding process. According to Webhosting.info, as of February 13, 2006, there were 47,576,292 registered .com domain names. Assuming a highly conservative 10% annual increase in the total number of .com domains (which is significantly below the current growth rate), BulkRegister's simple analysis projects that under the terms of the original ICANN-VeriSign agreement, total potential cumulative revenues would reach $3.43 billion by 2012. The revised .com agreement would result in potential revenues of $3.29 billion by 2012, a difference of only $140 million, or 4%. BulkRegister predicts the actual net effect for Registrars, and therefore consumers, is a paltry 4% savings over the length of the revised agreement. Thus, the difference between the first VeriSign-ICANN agreement and the "revised" one is virtually negligible. "The proposed agreement between ICANN and VeriSign is fundamentally flawed," says Eric Rice, General Manager of BulkRegister. "This deal will give one company the ability to raise prices for the most popular domain extension without any industry review or justification. It also automatically extends VeriSign's control of the Internet Registry beyond 2012 without any competitive bidding process whatsoever. In the past, BulkRegister supported VeriSign's bid to manage the .Net registry because we believe it had the resources and tools to best manage it. However, VeriSign's revised agreement with ICANN is anathema to a fair and open market, contrary to what ICANN requires of all other Registrars and is solely concerned with profits." BulkRegister is one of eight leading Registrars that recently signed an open letter to the Board of The Internet Corporation for Assigned Names and Numbers (ICANN) outlining the numerous negative ramifications of the proposed agreement and settlement between ICANN and VeriSign. The letter, signed by BulkRegister, Network Solutions, Tucows, Register.com, GoDaddy, Schlund + Partner AG, Intercosmos Media Group and Melbourne IT, warns ICANN that the current agreement will undermine the Internet community by: - allowing VeriSign to "increase prices by seven percent annually in four of the next six years without cost-justification" and "at a time when fees for .com should be decreasing, not rising." - modifying VeriSign's "renewal clauses so that the contract is essentially non-cancelable and ICANN's right to re-bid is taken away." - affording VeriSign "an unregulated monopoly runs counter to the reasons behind why ICANN was created, the policies of the anti-trust laws of the United States, and the competition policies of many nations worldwide." |
