ICANN revises dot-com deal with VeriSign ElectricNews.Net.
2006-02-01, HostMan.biz A clash of titans with repercussions for the whole internet community seemed closer to resolution on Wednesday when ICANN moved to strike a deal with VeriSign. The long-running standoff between the Internet Corporation for Assigned Names and Numbers (ICANN) and the internet security firm VeriSign has eased somewhat with ICANN proposing a revised agreement which, if approved,would settle all pending litigation against VeriSign. The proposed agreement would also cap the frequency of permitted price increases on dot-com domain registrations. ICANN's peace offering contained proposed changes to a tentative deal struck in October 2005, following a "significant response" from the wider internet community. The internet community at large, and groups such as the Coalition For ICANN Transparency (CFIT), had previously expressed concern over ICANN's deal with VeriSign concerning the future of the dot-com domain. The previous deal had given VeriSign control of the domain in perpetuity, and allowed it to increase the price for domain name registration by 7 percent a year -- a situation that led the CFIT to lodge an official complaint with the Competition Directorate of the European Commission. The new deal would eliminate the proposed registry-level transaction fee, which would have been passed through directly to registrars. It also proposes a revision to the ICANN consensus policy limitation relating to the introduction of new registry services, and a clarification of the permissible uses of traffic data. Incorporating new service-level specifications for the dot-com registry was also mooted. The proposed agreement documentation has been posted for public comment until 20 February, while the proposed settlement remains subject to the final approval or disapproval of the ICANN board. In December, ICANN had come in for criticism from the chairman of the Subcommittee on Courts, the Internet and Intellectual Property over the revelation that 2.31 million domain name applications had used false or misleading information to register. Texan Republican Representative Lamar Smith, responding to the report's findings, accused ICANN of failing to "weed out such fraudulent identifications". The US GAO (General Accountability Office) said ICANN was now requiring registrars to investigate and correct any reported inaccuracies in contact information. |
